What can my husband do about this tailgating ticket?

This morning my husband was headed to work and as he was getting on the expressway the traffic had come to an abrupt stop. Well after traffic cleared and he was able to get on the expressway a cop pulled him over and told him he was tailgating, gave him a 20.00 ticket and a court cost of 135.00. What rights does he have?
