Bike rider hit me in parking lot. Who is at fault?

Dont worry about it. The guy obviously seems to know he wasn't riding normally and is in the wrong. Try to be more observant next time. Lucky you dont have a dent. Bikes do not have The Rule of the Road, everyone has to share. Sounds to me like you got your butt covered because you have a witness on your behalf.
