Crash accident who is at fault?

Who would be at fault in a crash where the driver of a car reduces speed to turn right but didn't indicate and when begins to turn right a motorcyclist behind fails to slow down and hits the car in front. The motorcyclist was tailgating over to the drivers side of the car so when the car has slowed and the motorcyclist has failed to slow the motorcyclist has scraped down the drivers side of the car. Would it be 100% motorcyclist fault because he was tailgating and not keeping distance or would the fact that the driver of the car didn't indicate have any affect on this claim?
