Is it legal to stop the car in the road if there is someone driving dangerously close behind?

In the UK if someone is putting you and themselves at risk from tailgating and there is nowhere to pull over is it legal to stop? Because when someone is doing it to me and I have already slowed down and brake checked and everything and they are still being an idiot I just cannot drive with them behind me any more.
